The second PC runs the software and talks to the card, and it does not need a graphics card. What it does need is a clean rear USB 3 port on an uncontended controller, which matters more than the CPU. These pages cover how to buy one and how to wire it up correctly.

A DMA second PC needs rear USB 3 ports on a decent controller, a fast single-thread CPU, 16 GB RAM and an SSD. Extra cores and a discrete GPU add nothing; N100/N150-class machines suit radar-only work and Ryzen mobile-class machines suit overlay and capture.
Laptops with native USB 3, 16 GB RAM and enough cooling for sustained reads work as DMA second PCs. Connect the card to a built-in port, never a hub or dock, and disable USB selective suspend on AC and battery before trusting the link.
USB is a tree: each host controller feeds a root hub, and every external hub, dock or front-panel header below it shares its bandwidth. A DMA card belongs on a rear port wired to a root hub, with nothing else competing on that controller.
Most DMA builds need no network link; only KMBox Net, a browser-based radar, or remote flashing and remote desktop require one. For those, one Ethernet cable with static addresses in one subnet is the simplest reliable path; test it with ping before blaming software.
The second PC needs a display, chosen by how you will read data during a match rather than by panel quality. A small portable monitor, a spare monitor, a KVM switch, a phone running a web radar or headless remote desktop all work.
